According to the article, the man was approached “around the outer perimeter of the White House complex”, then chased to the Washington Monument where shots were fired
Considering the WH complex and the Washington Monument are literally across the street from each other, it’s very plausible the guy was on Constitution Ave (which separates the two places) where he was approached, then ran off south away from the WH and towards the monument
So the headline is not entirely misleading. It’s not like the altercation started at the monument

The White House "complex" which includes the fencing and barrier around the physical house, extends over half a mile from the house itself. So when you say it was near the "outer perimeter" of the White House, the person was still at least HALF A MILE AWAY.

Genuinely: please elaborate what difference and/or distinction exists between real world examples.
It seems good for a soundbite, but unless I'm mistaken, 'staged' is vague enough language that it and 'allowed to proceed to ANY point' are not mutually exclusive. Even 'staged by the govt.' still fits; if involved in any way, at any point of the conspiring.
'Initiated by' is a different story, but I have yet to see that phrase deployed.

A kid online asked for a conspiracy theory so I, without thinking, offered : the right wing kid in the PA outside shooting was never going to be hired for an asassination above dog-catcher level, He was totally exposed and untrained. I assume there was a 57 year old Italian well hidden with a 6" hole in the wall. The kid would be paid to shoot over every ones head, which you can do untrained, while the pro would be tasked with shooting near the target, but intentionally missing him. Sadly murdering that firefighter.
