This is a logistics framework agreement ..not a basing pact
Similarly India and US signed LEMOA for logistics sharing in 2016, and neither provides bases to the other. I believe both have taken advantage of LEMOA since. But the US doesn't get to use Indian bases for attacks on Iran or to permanently homeport planes/ships. Even Spain which does share bases with the US doesn't allow them to use it for that purpose.

10 planes, 5 ships (no country has battleships any more), and upto 3000 troops kind of tells you how un-serious it is - you can refuel these planes and ships, but you can't fight a war with them ... Though India has no military interests in Russian sphere and vice versa.
Presumably when India sends planes to Red Flag Alaska for exercises with the US & others, it can refuel them en route in Russian air bases
