It seems very clear to me that they're saying that the spending, which is the highest per capita, goes to support inflated service and supply costs due to the insurance system. There is a lack of political will/action to eliminate or reduce middle-man costs that keeps those per-capita costs very high, and a refusal to implement single-payer options that would reduce healthcare costs for the state/people.
If your point is "but the government does spend money on healthcare ergo you are wrong" then sure, but that misses the entire context of the comment that the government doesn't seem to be helping people directly. So you're technically correct, but I'm not sure what point you're making by choosing a literal interpretation of a comment expressing a common/general POV?

If the money was consolidated within the government instead of dozens of private insurance companies, it would mean more bargaining power.
It's the same logic as why unions are beneficial and lead to better pay. Who do you think would get a better deal? 10 people who say "either you pay us all more or we all quit at the same time" or 10 people who go behind each other's backs to negotiate their own deal? The latter group has no bargaining power individually.
