The fact that pilots would just refuse to use the AC in order to save as much of the 'vodka' and then report it as completely used so the groundcrew could fill bottles and drink it does seem to prove that it was indeed a problem in Russia.

They actually tried to use alcohol which was toxic, but the pilots made the people responsible believe the plane in question was faulty in design, leading to a small leakage in the piping which would result in the toxic alcohol inhaled by said pilot. The constantly drunk pilots was the result of this issue, apparently. So vodka remained in the AC.
