Depends on what you mean "start". The Taliban have a close association with the TTP, a terror group in Pakistan, but this particular direct conflict started with Pakistan bombing Afghanistan.

If terrorists taking safe haven in Afghanistan bombed Pakistan, and Afghanistan does nothing to stop them, then Afghanistan is responsible. It's the same reason no one comes to Lebanon's aid with Hezbollah doing their shit. If you can't control militants in your country, then your neighbors who they are bothering will do it for you. Just as I consider Hezbollah the ones starting shit between Lebanon and Israel, I consider the same with Afghanistan. EDIT: Afghanistan was warned that they needed to take action, they chose not to. This is the result of their ineptitude.

Yeah Pakistan is just as guilty, it's almost like they should work together to root out their terrorist problems, but they won't, so we get this.
