They aren’t anywhere close to that. They held the Panjshir for a little bit during 2021 and then got annihilated and their leader fled the country. There is a reason they don’t hold anything and really are just doing occasional attacks that kill one or two Taliban members. They are incredibly weak, not even close to the Taliban’s power when they were insurgents themselves.

No, they’re an underground guerrilla force conducting small-scale hit and run attacks.
The National Resistance Front (NRF) held the Panshir Valley, but were overrun in 2021 shortly after the Fall of Kabul. Now they mostly operate as an insurgency/guerrilla force as well.
