I can believe that this wasn't targeting civilians per se, but I have a very hard time believing it wasn't mostly civilians killed.

It's always mostly civilians, the Nigerian air force has been doing this for years. The militant leadership use the civilians as coverage and the Nigerian military doesn't care and sees taking out seasoned insurgents and their leadership as more valuable then any recruits that will join from the attack.
