For one, they needed to decide what to do instead. For example, they could have tried to reshuffle the order of GPs and move Saudi + Bahrain later in the year instead of cancelling them. Or they could have added a replacement GP somewhere else in the world in order to maintain the same number of races in the season. In the end they decided to just have the hole in the schedule, but notice that they announced it at the same time as the cancellation so that things wouldn't be up in the air.

It definitely gives the impression that they'll be re-evaluating as the season progresses and that rescheduling isn't off the table. It makes sense, as no one really knows what the situation will be like there in a few months but I also imagine it would take a lot of work to reschedule and get everything ready to go, you'd have to have a certain amount of notice.
