BI = Bureau of Immigration Negros = region in the Philippines PH = Philippines There was a clash in the Negros area in the Philippines. There were two Americans there who got killed, they arrived in the Philippines this year according to the Bureau of Immigration.

Thank you. I had to google Negros Occidental because I thought that may have been referring to the 2 Americans involved as 'black westerners'.
