But I doubt that they have the ability or strategic intelligence to actually conduct that rescue or military operation successfully.

The major geopolitical powers also have no incentive to help, unlike in say oil choke points (Iran) or great-power conflicts (Ukraine, Taiwan) where they are willing to throw a lot of money, death and suffering at them to secure those locations.

The UN itself only does peacekeeping operations. Those are supposed to *keep* the peace by means of outside observers being present. But for that to be an option there has to be a peace treaty first. Otherwise there is no peace to keep.
