There is just no way I see this working out. Areas can only support a maximum number of predators and if the predators haven't been intentionally reduced or eradicated, that number is very likely the number that are there already.
And that is ignoring the question of whether 4 times that number of predators per square km would even meaningfully affect smuggling operations and the like.
Pure fantasy.
