Hate to tell you this, but the evidence you found is bullshit, the 831 area code didn't exist when the song was written. People around the SF bay have been trying to claim that Jenny was from their town for decades.
The band was from San Francisco and played all around the bay, and yeah, likely down into the Monterey Bay area too, not that it matters. The area codes for SF and most of the south bay (and into Monterey) were 415 and 408 respectively. Those are the most likely area codes, but still, not at all likely.
I say that because one of the many touring keyboardists for Tommy Tutone did sound at The Usual in San Jose the night my band opened for Jerey Cantrell. His name was Mike or Doug or something generic. Anyway, he told me that there might've been a Jenny in either Los Gatos or Saratoga, and that the phone number in the song was not hers.
