90% of the area and 60% of the people live outside of the city, in the county, for my area, though a few other cities have their own police force, just not most. And there is no state police (except for highway patrol). What you’re saying definitely is not applicable for tons of California.

But that electability also makes them prone to work for election, regardless of doing the right thing. Oversight is definitely (with consequences) missing at every level of law enforcement, and citizen boards need to have actual power in managing community policing affairs. Anti gang, anti organized crime and other specialized types of law enforcement seem to be handling themselves.

The elected aspect of county sheriffs has always seemed so odd to me.
I'm all for democracy and people having a "voice" but elections are a) popularity contests b) heavily influenced by money and c) often influenced by platforms the candidate will not follow through on.
Also, while the majority are supposed to be non-partisan you can't tell me that doesn't factor into things and I'm not sure we need political leanings involved in law enforcement more than that already have to be by default.
Not sure what the solution there is as those issues plague just about every level of offices in all realms of local/state/federal offices.

I'm going to make a stab at a guess that 5 stars is the highest military rank in the USA. Thus, these morons think that sporting 5 stars on their uniform somehow makes them equal in rank and authority to a 5 star general.
So what I need is a uniform with 25 stars on it, about 60 medals, and an overly elaborate 16 foot sword dragging behind me to show them how small and inconsequential their puny uniforms are - and thus how small and inconsequential their rank and authority is.
Perhaps I should start carrying an overly ornamental and excessively large gold colored blunderbuss with me as a symbol of my virility too. That will put them in their place.

If I had to make a hypothesis on why the 5 stars, it'd be similar to why the New Jersey State Police uniforms looks like they're out of the Axis in WW2, its because it was designed in 1921 by Norman Schwarzkopf Sr. the first superintendent of the New Jersey State Police who at that time was a WW1 Veteran who served as a Colonel, who based it on Calvary uniforms at the time. He brought a lot of administrative structure learned from their service in the military to the hierarchy of the local state police.
Back then you have to figure, a lot of the people hired/voted to these positions of power in the departments were former WW1/WW2 and even Korean war vets, reforming their PD to match rigorous standards and structure they had to deal with while deployed with the US military.
Meanwhile the dunce seizing voter ballots here is only a veteran of a police force someone else built and he inherited.

Riverside County Judge ordered a special master to lead Chad's fake-ass recount, the AG filed an appeals request with the state's appeal court. Such things take time sadly so we won't hear anything for a few days till things move through the judicial process.
Bianco has no State statutory law that gives a Sheriff power over voter ballots, but he's claiming that it's a simple investigation and that gives him authority.
