Asking US politicians to set aside 'bluster' is basically asking them to stop breathing. It’s literally their entire electoral strategy at this point.

They bluster because they don’t anything of substance to say. Conservatives haven’t had a coherent policy position since before Clinton. They’ve gotten more value out of fear and hate than doing anything productive for the country

Bush Sr. strikes me as relatively competent if a bit boring, I think Nixon was quite effective, though his career ended in disgrace, and Eisenhower was the last "man of great vision" in the Republican party
