Completely speculating out of my pale arse, but I’ll bet it’s all the foundation. I think the “toxic environment” was just building anything in Los Angeles because of the permitting requirements. I’m willing to bet the illegal storage shed was actually an illegally-built ADU from a previous owner that is too close to the property line and needs to be torn down before any new building permits for significant changes can be issued.

As a home inspector, we don't inspect for code, we don't pull permits, and we only inspect the home and one attached or detached garage/carport, unless the buyer or their agent ask for more.  We are looking for safety and maintenance issues- not examining permitting compliance.  This is more of a "sue the former owners for not disclosing" type situation. 

Or she didn't take a good look at the damage disclosure form. Buyers overlook that quite a bit but, to my knowledge, most mortgage companies insist on inspections before closing, right? A damaged foundation is hard to miss
