Yes, it's already been happening all across the US with people being sent to foreign prisons. Remember our country does not have the money to fund healthcare or USAID but we have paid roughly $200,000 per immigrant to some countries to hold them. That's not counting the hundred thousand in ICE cost domestically.

Some people didn't sneak in, they just have expired visas. Some people didn't have money to pay the fees. Some people even have valid visas, but still get swept up. Even native americans have been sent to the interment camps and held for months, might even still be in custody. They are very disorganized and "lose" people.

Cambodia stopped accepting deportees because a lot of them were people who'd been in the US as young children and lived their whole lives there but their parents had fucked their papers up because a lot of them were refugees in the 90s from the UNTAC period that weren't really capable of navigating American systems.
These deportees would get dropped into Phnom Penh with little or no Khmer language skills, having no real resources, no social networks, and no real way to make a living, along with the social stigma of usually being ex convicts in the US making it really hard for them to get a job in Cambodia even without their lack of local language skills or familiarity with the place. I lived in Phnom Penh and met quite a few and their lives looked really really hard.
It's actually always been *really really* hard to get even a tourist visa to the US as a Cambodian. I'm not sure what it is now, but the US embassy in Phnom Penh up to 2019 would only issue visas that were valid for three months to Cambodians, and to get even that required being of pretty high relative means in Cambodia. So I would bet a lot of these 'Cambodians' the US is deporting are actually Americans in terms of lived experience and personal history, just not formally on paper.

When I'm talking about ex convicts being deported to Cambodia I'm not talking about now. Cambodia stopped accepting deportees from the US because of the above dynamics in 2017. Back then the main way they'd be apprehended would they'd be caught and convicted of a crime and then upon serving their sentence instead of being released, they'd be deported.
That's why now, with the sweeping ICE raids, 'cambodians' getting picked up in the US are getting sent to eswatini instead of Cambodia.
I don't know what the dynamics or the history are for the Vietnamese (or 'vietnamese') people being picked up. But I wouldn't be surprised if its quite similar, since both dynamics are products of America's wars and foibles in Southeast Asia in the 70s and 80s.

Here's what it means: The US arrests an illegal immigrant from Mexico. Per the agreement with Congo, the US reports the arrested immigrant to Congo instead of Mexico.
It's an extra cruel deportation method to illegal immigrants that the current US administration chooses to use.

If they are coming here from Finland, I'd question their sanity, since the nordic countries have a much better social safety net than the US. I just used Mexico as an example.
In reality it can be applied to any illegal immigrant, but if their skin tone is white, it's unlikely they will be arrested in the first place.

The other comments are exaggerating or leaving out details.
If the US arrests an illegal immigrant from Mexico, they will deport them to Mexico, because Mexico has agreed to receive their nationals. The USA can't just put people on planes and fly them to countries unwilling to accept them.
Venezuela for example will not accept Venezuelan citizens. They don't want them. So is the USA stuck with them forever? No. The USA first asks the illegal immigrants where they want to go, if that destination will accept them, then that's where they go. So someone from Finland can go back to Finland, or any other country that will accept them like any European country in the Schengen Area.
However, if no country, including their own will accept them, they can be sent to a third country who has made a deal with the USA to accept these deportees.
