The executive order is illegal as a whole, but if Democrats don’t take this to court, he’ll just do whatever he wants. And that “whatever” would be bypassing Congress to economically cripple “noncompliant” states

If i read it right , it also basically says the USPS can not deliver ballots to people not on the post office federal lists.
