They're investigating it only because they're trying to build a case to defend Trump and other administration officials who almost certainly did this, not to prosecute them. This DOJ has no concern for the law in how it can bind their own, only how it can be used to harm the people opposing them.

$2.6 billion is the tip. Treasury sanctioned a single China-based network last year that moved $8.4 billion in Iranian oil payments. The DOJ is looking at the trades the government can trace. The ones it can't are the ones that matter.
