Having the Secretary of the Treasury instead is not only a cultural thing, it further creates distance between the Treasury and the Chief Executive. The appearance, if nothing else, of decentralization of power. Lets not forget, this is a straight up crime. Cultural aspects aside, this is something that legitimately would never have happened in another admin, because no f****** Secretary of the Treasury would want to go to prison for something so stupid.
