Not really a surprise as even US military industrial complex uses Chinese mature chips, 40% of weapons systems use Chinese chips. Govini pentagon report shows 9% of parts are from china...and that is only from tier 1 suppliers. When tier 2, 3, 4 suppliers are considered over 70% come from China. One official added the cooperation “almost certainly included technical training” on semiconductor technology. Reuters reported that it was unclear whether the tools contained U.S.-origin components, which could make the shipments a violation of U.S. sanctions on Iran. SMIC, China’s largest chipmaker, has been under U.S. restrictions since 2020 over alleged links to the Chinese military, which the company denies. Beijing has said it conducts normal trade with Iran. The allegations come as China has urged peace talks, with Foreign Minister Wang Yi calling for dialogue, while avoiding taking sides in the conflict, the report added.

SMIC is obviously not as advanced as TSMC but they can still do everything from 350 nm to 7 nm (and always working on smaller nodes, I'm sure.) In any case they have more than enough expertise to manufacture c**** chipsets for expendable drones, and the software can then be supplied by just about any defense company.
