Divert what resources? Russia has been at full tilt for 4+ years. The only thing they haven't done is full conscription, but they can't do that because it will topple the government.

You can do both, of course. And a losing Russia has even more use for increasing pro-Russian propaganda since it can drown out losses (just a few isolated setbacks in our advance!) muddy the waters (really, were those actually losses?) and directly "refute" them (they weren't losses! we're consolidating/regrouping for another attack).
Russia knows (insofar as their high command seems to know *anything*) that one of the key pillars of Ukrainian resistance is Western support, so anything that can attack THAT in any way or form is more valuable than another 5, 10 or 100 guys on their front line.
Indeed, propaganda and psyops has arguably been one of Russia's strongest points. Not just over the whole war, but over the past few decades. So I ask you, why would the divert resources away from one of the efforts that has actually been *successful*?

Even if true, what's the issue? I am seriously asking, maybe someone gives a good reason. From my point of view, it was four years ago, and even if they were considering, they didn't do it.
