This is one of those cases where “market efficiency” really just meant pushing the fuel risk down onto the smallest operators until they started bleeding cash.

It's called risk transfer. It's the same thing as insurance, it's simply transferring risk to another party. Every decision you should be asking yourself if it is cost efficient to transfer the risks to someone else.
That's how business people are taught, anyway.
