No, the guy being a lunatic is part of a misinformation campaign, apparently partly funded by Russia as per the article. The USAnever gave 40 Billions, they offered a 20 billion swap, of which Argentina only requested 2.5 billions, and already paid back with interests.

They offered $20B in currency swap and another $20B in facilitated loans from a variety of sources. Plus something about importing Argentine beef.
