I would imagine someone who is unhoused, has no social network to help them get back on their feet, and has access to highly classified information is like a dream recruiting scenario for any adversary. I don't know about this particular person but a part time job, or basic disability should be enough to house and feed you. The scenario proposed was that of someone who was homeless and desperate, and becomes a security risk because of it. If we were a nation that used our extraordinary wealth to take care of its people instead of give tax breaks to the wealthy we would all be better off and scenarios like this wouldn't happen.

Betraying your country for the enticing reward of spending the rest of your days looking over your shoulder in Iran under the Islamic Republic regime and is like betraying your country to go live in North Korea under the Kim regime. A lot of cases on the FBI's "most wanted list" are solved through public help or people close to the fugitive finally turning on them and aiding the feds years after the trail had gone cold and the feds didn't have anything promising themselves. This includes terrorists and drug cartel bosses. The publicity and notoriety and pressure of the list and the bounties increases the chances of one of these things happening.
