As someone that was bullied for 9 years of my childhood, I still can't understand them.
Though the worst bullies I knew usually fell under "from dysfunctional homes/families".
However bullying can only survive when the bullies exist in a system that protect them. Hence I more blame the school and its leaders that did nada to handle it. Their mantra was literally "Just ignore all problems, and it will go away".
