Where do you get that from, if I may ask? The article says nothing about bird watching tours or shifting blame.
What kind of blame would you assign to the cuise liner anyway? Cruises are known for a higher risk of infection because of how cramped it is and the high frequency of contact between the passengers.
From what I gather this whole contact tracing operation seems to be pretty thorough and calm.
