Exactly, it really doesn’t sit right. When something’s under federal investigation, evidence is supposed to stay put, anything else just raises serious questions.

This one! See intelligence agencies just whisper "national defense " and law enforcement can't do anything. If anybody asks questions they say it's classified and then it gets dropped. It's a full proof system. I believe the idea came from Allen Dulles watching a game of tag and saw one child say timeout just before someone tagged them and they won.
