That's like fascist handbook 101. On the one side, the country is strong and independent and it's all because of the current leader. On the other hand the the country is fragile and constantly under thread from outside forces(or minorities, opposition etc). This then gets used to blame all problems on said forces/minorities. It's almost always like:"Look those evil people are the source of all your problems. If we get rid of them your life will be better and only I can accomplish that." And once they are done they find someone new to blame and the cycle repeats.
