Might not even be an oops. It hasn't exactly been a secret that israel specifically wants it's neighbors to be unstable, so that there is no strong central government to protect the integrity of their sovereign territory, so that israel can go in and claim more lebensraum with the excuse that "they need to occupy the territory as a buffer to ensure the safety of their citizens". Like, in this situation, if there was a strong central government that actually shut Hezbollah down, israel wouldn't have been able to invade and occupy Southern Lebanon like they have.
