Typically, countries buy energy based on price. But in the aftermath of the Iran war, “there will be an energy security risk premium,” Fatih Birol, the IEA’s executive director, told a policy conference in Toronto on Thursday. As a result, “the most important resource, or card, that Canada has today is trust.”
I think he's not so much trying to "tell Canada what to do" as he's trying to dispense helpful advice. In other words, "Quickly find buyers for your supply so that when Middle Eastern oil can flow freely, once again, you (Canada) will have secured your place as a trustworthy supply source, in comparison to the now less reliable Middle East."
It puts Canada into a better long-term market position.

I'd rather see our oil stay in the ground tbh
It's an absolute mess to extract and maybe we should start valuing oil properly for the costs its use has on our planet.
