This is the admin that adds random people from their phone book to signal chats discussing military strikes.... Does insecure data dumps of private citizen data and starts modifying that systems code. Who knows what else is in that hardware or was installed alongside the access points. The government will never likely admit any of it in the short term as it would be very embarrassing. Maybe Musk is just a chill guy offering free WiFi but I would also not be surprised in today's timeline if it was otherwise.
