The communication was reportedly in line with Union home minister Amit Shah’s direction to achieve ‘operational’ successes along the border. Introducing dangerous wildlife would risk entire local populations and make land and rivers unviable for economic activities.

Plants, repellants, and incorporating as much snake-proof or at least sssssnake-frussssstrating environmental geometry as possible and then using manmade obstacles as stopgaps. So basically the same ways anybody who planned ahead would use to *defeat* the effectiveness of The Masala Maginot if tunneling, drone-borne poison, wearing a mongoose fursuit, slowly crossing inside a fake rock or tree, or any other cockamamie yet so-crazy-they-might-just-work methods are out of the question. Alternately an infililtrator could just not give a f*** (if they never did and never will, that's even better) and just do a flat-out sprint across The Serpentine Belt like it ain't no thang. Obviously the latter is riskier (there's a "snakes and latters" joke in her somewhere) but it requires less goofy slapstick, and I'm not even sure if Acme Corp. even continued selling complicated-scheme supplies in that part of the world after their Chemical Plant Safety division went t***-up in the 80s.

India's borders are not in plain areas. They cut across rivers, mountains and a whole host of geographies like swamp and mangroves. Hence, it is not possible to fence or construct walls. Also there are areas which get so heavy snowfall that the fences are drowned below the snow level.
