India's borders are not in plain areas. They cut across rivers, mountains and a whole host of geographies like swamp and mangroves. Hence, it is not possible to fence or construct walls. Also there are areas which get so heavy snowfall that the fences are drowned below the snow level. 

Pressing issue is India-Bangladesh boarder and it's not land. Bangladeshi Infiltration has been going on since decades.

Bangladesh man , mfers infiltrate , gets caught in molestation , harassment , stealing cases , then cops finds out they dont even have a official ID with them. Also they are being smartly used in one of the state with illegal voting by one party which is ruling for decades . More than Govt people want them to gtfo.
