No, India has similar pact with US. Both would need permission to dock and can be denied if India doesn't want to get pulled into their mindless wars like now. It is just transactional arrangement with both US and Russia to increase presence of Indian forces and secure its ships.

And its preposterous to even imagine that India would ever use their nukes on anyone not directly threatening them. Indian nukes are deterrents against Pakistan and China.
