When he says the "US" he means himself. He is richer and more powerful than he has ever been in his life. He has suffered no consequences for his bad behavior. He isn't the one dying in the war so he feels nothing.

It did not take long since Afghanistan, before the US President thought it was a great idea to get boots on the ground in a big middle East country. Bombs and planes can do some damage. But they can not win a war for us.
