Well that part actually makes sense. Despite Trump declaring that US shale oil producers should "drill baby drill" when he returned to office, US shale production didn't rise much due to low oil prices last year. So this year Trump attacked the nation with the world's largest oil reserves (Venezuela), and shut down the largest artery of oil shipping in the world (Hormuz).
And now he's accepted a plan that will permanently increase the cost of every barrel of oil shipped through Hormuz, thus increasing the aggregate price of oil and making US shale production more appealing.

The hour came and he had to put out or shut up, he chose the latter... For two weeks.

Yea exactly. There's no reason for them to. Beyond the revenue they get from the tolls, the ability to blockade specific countries' ships effectively gives them their own ability to sanction other countries. It also ensures they don't face any sanctions going forward; any country that sanctions Iran just won't be allowed to transit the Strait.
