The people being sent to negotiate are from whatever is left of the Iranian government.
The people blockading the straits are the IRGC and they have no wish to negotiate with trump after he bombed the leader during the first round of talks.
These two power blocks within Iran do not agree on how to move forward and trump does not agree with himself within his own sentences.
The 'negotiations' are a joke.

This is complete bullshit.
The November 2024 ceasefire required Lebanon to disarm Hezbollah in South Lebanon, prevent its rearmament, and stop all Hezbollah operations against Israel. It did not do so. Israel had ever right to act against Hezbollah given the Lebanese government’s failure to live up to its agreement.
The UN agency that accuses Israel of violating the ceasefire “10,000 times” in 2025 (a number that should make anyone with critical thinking skills skeptical) is the same one that ignored Hezbollah’s armament for 17 years.
It’s funny that you refer to vaguely to a “2026 escalation” and skip straight to April, ignoring the fact that it was Hezbollah that fired rockets at Israel in **March** in response to Israel killing Khamenei.
This is just another example of Hezbollah starting the fighting and pretending to be a victim when they lose.

Reuters are known for being as close to a completely impartial news source as you can get. A headline like what you have there is fairly leading and not in line with what Reuters generally put out.
You have to keep in mind that saying things like "Israel retaliates" are, at the end of the day, subjective statements and Reuters has a journalistic responsibility to be as objective as possible. The headline used makes no inferences about what Israel's motivations are and presents it exactly as Israel are saying it with no fluff attached
