The UK lead coalition was set to fail from the start it has no teeth to enforce anything the IRGC regime does not agree to. Example; France: Unacceptable to paying tolls! Iran regime: Pay up or get blown up! France: But international laws! Iran: We don't recognize pay or find out what happens.

Iran needs serious funds for post war repairs. This, from their perspective, is the logical means. I can’t see a way around this. Maybe if they let Trump build a tower in Tehran he’d give them the money from the US Treasury
