I bet you have a lot more minutes of video than that. So still like a lot, bury him under the prison, 4 years isn't enough etc. But it could very well be like 20 videos.

Often times these people have duplicates too. I'm not defending him, but think of it this way: If he moved them from his phone to his laptop or anything, those duplicates are all counted.

I am certain I have read articles on it, I have an interest because I was sexually assaulted as a child and my abuser was later arrested with distributing and possessing like five million files of CSAM. I was thinking they were some sort of kingpin of a major distribution ring and got really scared, but my research at the time lead me to believe they were just a small time pedo trading videos with other pedos, they usually do it in trading group chats on peer to peer messaging apps where you need to openly post some csam for entry then trade videos in pm. I am certain and that link shows that each time you message someone with a video, it counts as distribution, though that link says one video is counted as 75 images unless it's long. That means if someone is in some server with 100 people in it and sends four videos, that is counted as 300 images, distributed 100 times, so that's 30,000 distributed images. Very very quickly that number inflates, so some small time total f****** monster sending a dozen of the same videos to a couple of video sharing groups will end up being charged for distributing five million images or what ever. They're still evil, but it's the kind of evil that occupies half an hour of their day, they're not doing a full yime 8hr shift of spreading this shit. (I am still sure they count frames as images for long videos, but couldn't find evidence of it to share)

Problem happens when you go to these levels though that there's nothing to escalate above with. If possession is death, then anything you do doesn't matter anymore, and that's *dangerous* to victims. For example, be in a small ring where there's contingency of a guy getting caught to threaten individuals or murder? No extra punishment possible. At all. It's why you don't death sentence actual child abuse (not images) because them getting caught results in dead kids, because you can't go up from the death penalty. There's no way out. No escape option to survive. You're dead when caught. And killing the kids is historically a way to buy time if not done overtly. It's why so many nations moved away from the death penalty. It just results in escalations and extra crime and death. It's all well and good once they're in custody, and tightly bound, but it's when they're not yet but know they're getting closed in on, that you run these risks and it's purely driven by the ultimate penalty coming for them.

What happens (at least in Canada) is they include the video's twice, once as a video and then again as pictures. 3~ frames of video = 1 picture (that number will vary). So a 30 second video would be counted as 300 pictures. That's typically why when these people are caught they are often said to have crazy numbers of photos. Because even a major server that was taken down by an FBI operation from several years ago only had [23k files that it hosted](https://en.wikipedia.org/wiki/Playpen_(website\)) when the FBI busted (and took over and then ran) a major darknet website.

IMO, it's basically the same thing. It's not exclusive to any particular crime, it's just how the modern legal system works in the west. The goal is to inflate charges as much as possible then use that for plea bargains. Also, it's pretty clearly about creating a media sensation. While not related to this case, I love it when you see small city/town cops showing a drug bust and most of the items are just empty box's stacked around their contents to bulk it up for a picture, and if you look closely you can see a lot of the things they bagged are just gloves, hand warmers, water bottles, drink cozys, USB drives, etc... all stacked around the actual drugs which are like a few bags of weed and stacks of cash with $100 bills placed on top and the rest of the stack is 10's and 20's (In Canada the bills are colored so you can tell) with the article just saying "a quantity of cash" because it's like $500 total.
