More like, with the oil crisis going on, Japan just wants to make sure it's investments in the Russia Far East aren't compromised. At least IMO.

Here is the full text of the article: Japan may send government officials to Russia as early as the end of May to maintain communications with Moscow to support its companies that are still operating there, the trade ministry said in a post on X. Japanese government officials are currently arranging a trip to Russia and, depending on the situation, representatives of relevant companies may also join, the trade ministry said in a post on Saturday. “It’s necessary to protect the assets of Japanese companies that remain in Russia,” the ministry said in the post. To support those efforts, the Japanese government has been making requests and maintaining government-level communications with Russia, the ministry said. The comments come after Kyodo reported on Friday that the Japanese government is planning to send a delegation of firms to Russia to discuss economic issues in anticipation of the war in Ukraine ending. In the post on X, the trade ministry denied the report, saying Japan will continue to coordinate with Group of Seven nations on sanctions against Russia and that “the current situation doesn’t allow for pursuing new forms of cooperation with Russia.”

A significant portion of the Russian auto market consisted of imported Japanese cars and factories owned by Japanese companies. Some mining equipment had been imported since the Soviet era. The mass closure of representative offices of some Japanese companies in 2022, in some cases even before the imposition of sanctions, forced importers and dealers in Russia to reorient their operations to China and other Asian countries. In 2022, the G7 countries expected Russia's economic collapse, linked to the "200-ruble dollar," and a change of government in Russia. As a result, the dollar is trading at around 75 rubles, and Chinese automakers dominate Russia. In a few years, entering the Russian market will become extremely difficult for other importers. This visit will not be a visit by officials concerned about the fate of Japanese capital due to Russia's malicious actions, but a visit by the Japanese elite concerned about the possibility of missing out on many new trends in the development of economic ties between Russia and other countries of Southeast Asia.
