You could argue either works, funnily enough. “It” could stand for Japan if you use “its,” or for the problem if you use “it’s”

Japan sit in one of the most active tectonic plate zone called Pacific Rim Tectonic Zone nicknamed, Ring of Fire. And it is big impacting in varying degree **United States, Canada, Mexico, Japan, Indonesia, New Zealand, and several others.**
