Given the current security climate in Asia, this feels less like a shift in policy and more like a response to regional pressure. Japan has been moving in this direction for a while.

There ain't enough conflicts to test the weapons performance. Also, the point of weapons is to scare the enemy enough to either keep the status quo or negotiate rather than figure out if they work.
