Don't assume evil intent when stupidity is a sufficient explanation.
Not that Trump isn't evil, but in most cases stupidly is just the stronger motivation.
Trump wants his giant pompous throne room for the same reason he wants his name on Dollar bills and the annexation of Greenland. Trump is very old and narcissistic and wants to build a legacy for himself.
That doesn't mean others aren't using the opportunity to add other features to the construction project, but that isn't the main reason it's happening.

He's using it as an excuse to waste tax payer money on a gaudy ballroom vanity project that won't preserve the historical appearance of the white house and he didnt ask congress for the money or permission to do anything, which would be the normal process since their check of the executive comes through accounting and oversight. Its low on the list of bad things rn.

The wording keeps being “will be paid for by private donors” what about the demolition of the East Wing that’s already happened, what about the plans and planning and surveying that’s already happening?
Also, what tax payer funded favours are these donors getting from Trump is return for their donations? Relaxed health and safety regulations, lives lost, pollution, or government contracts without any competition? The ballroom will be paid for by tax payers one way or another, and it will cost a lot more than any reasonable extra event space in keeping with the site would have cost.

It's paid for by taxes because the companies giving money to the ballroom get government favors and tax breaks. That means more taxes or borrowing, as well as screwing the environment and a whole boatload of other shit.
