It is just a way to switch the blame from literal tzar of the place. If you blame putin himself and all his government by extension = you are the enemy of the state. If you say “putin is chad and i love him, BUT there is clearly some bad shit going on, must be some stupid ministry to blame” is much safer way to say a valid critique and not to be punished instantly. Yeah, it’s quite a tradition in Russia, but I guess it is because of a long history of oppressive leadership.

It's also criticism of the economy - Chinese workers staged a walkout over unpaid wages just days ago. Inflation is insane, consumer goods are hard to find, and they blew the entire annual budget (ALL govt spending) in the first quarter.
It's criticism of the internet shutdown, they had even VPN access blocked almost completely to western social media sites.
And it's criticism of the war, because the economic situation is directly tied to the cost of the war and resultant sanctions. The war is also why the internet has been blocked, because stories of a stalled Russian effort and increased casualties don't fit the official narrative.
We're over four years into the war, considerably longer when you include everything that led up to the 2014 stupid military operation - to say this is unrelated to the war is untethered from reality.

It's popular and profitable to criticize Putin in the world right now. No politician will be considered "good" if they don't criticize Putin. This is a global trend, where instead of addressing internal issues, people can simply blame everything on Putin and now on Trump.
I think the Kremlin's response to the criticism is more out of boredom. I hope Kremlin don't reach a point where politicians or their secretaries publicly engage with other politicians or bloggers on social media.
