Gulf countries host the US military that is attacking Iran. Iran tries to make said Gulf countries pay price high enough to consider expelling the US military in exchange of not being attacked. Is it illegal to target exclusively civilian infrastructure? Absolutely. But noone is this war seems to care about this.
