Nothing wrong with the passive. As a general feature of most human languages, would it have come about if it wasn’t useful? The primary reason it’s disliked in journalism is that it allows you to obscure who is responsible for an outcome, but even then, there are situations where it is warranted. In English, the passive allows you to describe situations where the agent of the verb and topic of the sentence do not line up. In “Man was killed by train” the man is the topic but not the agent. The agent is the train, but it’s not really that important in comparison to the fact that the man was killed (unless you knew already that he was killed), and you could even drop it altogether (“Man was killed”). So while you could say “Train killed man,” that skews the relative importance of the two nouns. It also sounds smoother IMO in conversations to keep the subject and topic aligned where you can: “What happened to him?” “He got run over” is preferable to “A train ran him over” That said, I’m sure there’s plenty of dreadful writing in government documents, of which overuse of the passive is just one feature.
