The only way to expel a member is by consensus, and then only by petition to the Vienna Convention on the Law of Treaties, which can trigger the dissolution of the treaty.
The only way is for the US to walk away, which whilst temporarily devastating, would serve to unite Europeans, further forging a competitive bloc that the US has worked so hard to keep down for decades.
