Separating state and religion is great but you have to understand that being Jewish can refer to more than Judaism. It is the same word for a religion and a culture and an original ethnicity. You can have 2 Hebrew ancestors who left the area 2000 years ago and whose whole family tree travelled through other countries and diluted with the locals and still be Jewish under some conditions (the mother being Jewish). Antisemitism is the rejection of Jewish people as a group, you don't have to specify if it's an ethnic or religious group so separation of powers wouldn't help there. It's complex.
A quick example of culture without religion: I have days off on Christmas and Easter and I'm not christian, I'm an atheist. Still, the culture that surrounds me is christian regardless of my beliefs. The majority of the people's god now is chocolate at those dates but it's still those dates.

Their entire belief systems regurgitate it; friends, family, coworkers, acquaintances.
