Russia militarily occupies the territory they are sourcing the crops from. As it's an important agricultural region that lost all of its regular export routes, due to being under russian occupation, the Russians are setting up new ones to whoever wants to buy it. Given Russia's current foreign relations, the only nation in the world that would buy wheat coming from a non-recognized unilaterally annexed territory taken by force is.. North Korea.

This territory is occupied by Russia. There is nothing Zelensky can do about it other than take back the land at some point.
