Talking to Okinawans, they hate the base but understand it brings in a lot of money, so there is a tolerance of it.

US base in Okinawa is very sore subject for the locals and one the central government in Tokyo will be loath to push against US. Reason? One prefecture holding bulk of US military based in Japan, out of sight, out of mind. Any attempt to move base from Okinawa to mainland Japan will likely be political suicide for any politician voting yes.

Not to mention strategically, it is far more relevant to house the US base as close as possible to China since geopolitically, they are the biggest threat for both Japan and the US.
