Because they’re afraid to actually pull thru. Putin doesn’t give a f***, he’s got his; what’s another handful of dead or injured russians? With orban, the state control isn’t as solid. There are still hungarians who care about their country, and if he does that kind if damage and gets found out, he’s done. Maybe he can get away to moscow, but that’s trading life in prison in hungary for life at putin’s feet in russia.
